Report: Bourbon Rhode Had Leaking Hatch Prior to Her Sinking

Survivors and former crewmembers of the lost tug Bourbon Rhode have told investigators that the vessel was not in fit condition prior to her final voyage, according to her flag state of Luxembourg.

“The originally hired first officer left the shipyard due to the poor condition of the ship. His replacement also complained about the overall condition of the ship," Luxembourg's ministry of transport said in an interim report on the casualty. "All three survivors said they were surprised by the poor condition. One survivor stated that a senior member of the engine crew was concerned that the technical condition of the ship would not allow it to cross the Atlantic."

The Philippine Coast Guard responded to the scene of a collision between a product tanker and a dry bulk carrier in Manila Bay overnight. Both vessels sustained damage but remained seaworthy and are now being detained while an investigation is ongoing into the circumstances of the accident.

According to the reports from the PCG, the two vessels made contact approximately three nautical miles from Cavite City in Manila Bay at approximately 9:50 p.m. local time on Wednesday, April 7. Weather and sea conditions appeared to be calm at the time. The Coast Guard responded deploying personnel from the Coast Guard Station Manila,
