The final rule goes into effect March 2

The following is the text of a news release from the U.S. Coast Guard:

(WASHINGTON) — The U.S. Coast Guard on Friday announced the publication of the final rule on vessel requirements for notices of arrival and departure and automatic identification systems.

This final rule amends the applicability of notice of arrival requirements to include additional vessels, sets forth a mandatory method for electronic submission of NOAs and modifies related reporting content, timeframes and procedures.

Additionally, the final rule extends applicability of AIS requirements beyond Vessel Traffic Service areas to all U.S. navigable waters and requires that additional commercial vessels install and use AIS.

Global Deflation

With negative interest rates in Germany, Switzerland, Ireland, Belgium and Denmark, it was about time that we saw negative mortgage rates in Europe as well. In January, as much as $3.6 trillion of debt in the Europe and Japan traded at negative yields. Unprecedented bond buying by the European Central Bank (ECB) and Bank of Japan (BOJ) has resulted in a manipulation of global capital markets that could result in another major asset bubble.

The situation has gotten so out of hand, that not only are interest rates -0.2% at the ECB’s overnight deposit facility, commercial banks are lending to individuals at negative rates as well. The ECB’s Mario Draghi may be biting off more than he can chew

Is the United States’ littoral combatant ship (LCS) and follow-on small surface combatant (SSC) more survivable than larger combat vessels? Not according to Steven Wills. That’s because these vessels’ ‘operational profiles’ are defined more by weight limitations than anything else.
