Singapore 380 CST high sulfur bunker fuel prices dipped to a 21-month low of $586/mt, on the back of weak demand and bearish crude.
The outright price was last lower June 29, 2012, when it was $578.50, Platts data showed.
Singapore 380 CST prices have shed $40/mt since the year-to-date high of $626/mt on January 21.
Traders said spot demand has been week as buyers hold out for lower prices and due to excess supply arriving from Europe and the Americas.
The cash differential for 380 CST HSFO flipped into a discount early last week and has since fallen further to minus $1.49/mt Wednesday, Platts data showed.

Houston Fills With Crude Oil That Can’t Be Shipped Out
Houston and the rest of the U.S. Gulf Coast have more crude oil than the region can handle.
Stockpiles in the region centered on Houston and stretching to New Mexico in the west and Alabama in the east rose to 202 million barrels in the week ended April 4, the most on record, Energy Information Administration data released yesterday show.

La primera refinería de petróleo residual en Rusia debe comenzarse a construir en la ciudad de Kirishi, ubicada a 150 kilómetros al sureste de San Petersburgo.
Tras seis años de preparación, el Ministerio de Energía de Rusia ha concedido su aprobación del proyecto y la refinería se encuentra actualmente en la fase de diseño y de ingeniería. La primera etapa de la planta está previsto que entre en línea en algún momento de 2017 o 2018 con una capacidad de 4 millones de toneladas por año, y con un aumento posterior a los 12 millones de toneladas por año.
