Nanhai Rescue Bureau of the Ministry of Transport of PRC (hereinafter called “NRB”), one of the national professional maritime rescue organizations which is subordinate to the Ministry of Transport, was established on June 28, 2003. Under the jurisdiction of the Rescue & Salvage Bureau of the Ministry of Transport (hereinafter called “CRS”), the organization’s main duty is to execute the principles, policies, laws and regulations concerning maritime rescue of the Ministry of Transport; to undertake life rescue for vessels and maritime facilities in the South China Sea, as well as  life saving for domestic and foreign aero crafts and other objects in distress ; to undertake maritime fire fighting purposed for life saving; to undertake rescue of vessels, maritime facilities and other properties at sea directly purposed for life saving; to undertake special political and military tasks and disaster relief  instructed by the government; to perform obligations under concerned International Conventions and Bilateral Maritime Agreements. NRB’s headquarters is located at No. 42, West Binjiang Road of Guangzhou City, Guangdong Province. The organization governs 11 sub-units including Rescue Fleet, Contingent Rescue Team, Logistics Department, and 8 rescue bases located in the coastal cities such as Shantou, Guangzhou, Shenzhen, Yangjiang, Zhanjiang, Baihai, Haikou, Sanya in the Provinces of Guangdong, Guangxi and Hainan. Presently we have 847 in-position staff and workers, and have 31 rescue vessels, including one 14000Kw tug, four 8000Kw tugs, one 6000Kw tug, one catamaran high-speed rescue boat, eight inshore rescue tugboats and 16 small rescue boats of other types. According to the latest deployment of CRS, these vessels are arranged at itinerant positions to carry standby watch for the sensitive waters including the Pearl River Estuary, Qiongzhou Strait, and Xisha Island. There are also three S-76+ and one EC225 rescue helicopters deployed at on-duty locations in Zhuhai, Zhangjiang and Sanya respectively, to perform all missions under the control of CRS. An air-sea joint rescue system is therefore established.

Ever since the establishment, NRB has made all efforts to build our professional maritime rescue force with Capable People, Excellent Equipment, Consummate Technology, so as to Playing Key Roles at Crucial Moments. CRS’s spirit of “to give the surviving hope to others and to take the death risk ourselves” is thus developed. Because of the positive achievements in life saving,rescue of maritime properties, protection of environment, emergency salvage of vessels in distress, as well as other contingent actions in natural disasters,  NRB was highly approved by governments of all levels and widely appreciated by the society.

From the establishment to July 15, 2010, NRB has successfully rescued 469 vessels in distress (including 84 foreign vessels), and has saved 8648 people (including 927 foreigners) and properties valued 13.766 billion Yuan. We have therefore made due contribution to ensure maritime safety for the people and properties, and to perform obligations under related international conventions.
