Detenido en Cartagena el capitán de un barco por tráfico de personas: transportaba a una decena de sirios-

Se trata de un barco de 44 años de antigüedad, abanderado en Guyana. Un barco de bandera de conveniencia. De nombre ELITA. IMO. 7601063.
El barco procedía del puerto libio e Misurata, de donde había partido partido hace 19 días.
Según el diario la La Opinión, el buque de Guyana se puso bajo sospecha y se informó del caso a la Policía Judicial, ante la sospecha de que en la embarcación se pusiese estar transportando hasta Europa a personas sin papeles. En este caso, al tratarse de un asunto gestionado por las Fuerzas y Cuerpos de Seguridad del Estado, es Capitanía Marítimala que solicita a la Autoridad Portuaria el atraque de urgencia, como así lo hizo, detallan fuentes de este organismo.
Se trata de un viejo barco, conocido y con un largo hisotrial.

French Navy frigate SURCOUF supervised an operation of intercepting and checking livestock carrier BRUNA, which was about to enter French territorial waters on Nov 17, en route from Aliaga Turkey to Sete France, Med. Initial information was confirmed after inspection, or so it is understood – there were extra, undeclared and not included in crew list, people on board. According to Master’s statement and crew list, there were 16 crew on board, when in fact there were 22 people of Syrian and Indian nationalities. The ship, reportedly operated by Syrian interests, was turned away from French waters, she sailed to Palma Mallorca and anchored there at around 0000 UTC Nov 20.

Se mantiene abierta una investigación que arrancó el sábado con la localización e intervención de un mercante, de nombre 'Elita', que sigue en el puerto
La Policía Judicial de la Guardia Civil de la Región de Murcia mantiene abierta una investigación por tráfico de personas, la cual arrancó el sábado pasado con la localización e intervención de un barco en aguas de Cartagena, confirman desde el Cuerpo y desde la Autoridad Portuaria de Cartagena.
Era el sábado por la mañana cuando comenzaba el operativo. Un mercante, con bandera de Guyana y habilitado para el transporte de ganado se iba aproximando a la costa de Cartagena, hasta que se quedó fondeado enfrente de El Portús, aprovechando el abrigo que presta Cabo Tiñoso. Ahí es donde esperan las embarcaciones hasta que se les autoriza a entrar en la dársena. Desde la Autoridad Portuaria detallaron que el protocolo manda que la naviera solicite el atraque y entonces los servicios marítimos, dependiendo de la mercancía que lleve cada barco, designan muelle. El tiempo de media que suelen hacer los buques en El Portús no suele llegar a 24 horas, informan desde la Autoridad Portuaria.
Lo que ocurrió entonces fue que, según detallan fuentes cercanas a la investigación, algunas de las personas que viajaban de forma irregular en el mercante decidieron bajar por su cuentay lanzarse al agua. Cuando fueron interceptadas, estas personas relataron que procedían de ese barco, cuyo nombre, confirma la Autoridad Portuaria, es ‘Elita’.

El ‘Elita’ llevaba a bordo, apuntan fuentes próximas al caso, a una decena de personas, al parecer de origen sirio. Estas personas fueron puestas a disposición de la Benemérita, mientras las organizaciones humanitarias aguardan para ocuparse de ellas, explican oenegés de la Región, al tiempo que comentan que, a día de hoy, los extranjeros seguían custodiados por la Guardia Civil. Podrían solicitar el estatus de refugiados.
El capitán del mercante fue detenido el sábado y puesto este lunes a disposición judicial en el Juzgado de Guardia de Cartagena, el Instrucción Nº 1, precisan fuentes judiciales. De ahí, a la cárcel: ingresó en prisión provisional por un delito contra los derechos de los ciudadanos extranjeros.
Por otro lado, la Autoridad Portuaria asegura que, del barco atracado, no se ha descargado ganado alguno en Cartagena.
Desde el Instituto Armado confirmaron que hay una investigación en marcha por tráfico de seres humanos, pero no facilitaron más detalles de la misma, al encontrarse todavía abierta.

Captain Arrested and Cattle Ship Detained for Human Smuggling

The captain of a livestock carrier and the vessel were taken into custody by Spain’s Guardia Civil on charges of human trafficking. Spanish authorities suspect the captain was part of an organized crime ring that was exploiting individuals from Syria and other war-torn countries promising them transportation to Europe under the guise of working aboard the vessel.
The current case began with collaboration and cooperation between European authorities. Spanish police were alerted to a scheme to smuggle people into the country on cattle boats. Two individuals were apprehended in the Spanish region of Mazarron. On closer investigation, it was revealed that they were Syrian nationals who had entered the country illegally aboard a cattle boat that was currently anchored off the coast at the port of Cartagena.
The two men told Spanish authorities that they along with as many as six to ten other individuals had paid up to €13,000 or 13,500 (approximately $15,000) and in exchange were signed on to the vessels for the voyage to Europe and listed on the ship’s manifests as part of the crew. However, the two men said they had boarded the vessel since October and were forced to work aboard the ship. They did not believe there were going to be permitted to jump ship when it docked in Spain and hence came up with a plan to escape. The men feared that the smugglers were taking them back to the Arab world, where if they were discovered, they would be returned to Syria and turned over to the police.

Approximately 10 days ago, while the Elita, a 44-year-old ship converted to carry cattle, was anchored off Spain the two men jumped overboard and swam to shore. They told authorities that others were being detained aboard the ship.
Spanish police investigated and staged a raid on the vessel and ordered it on November 20 to dock in Cartagena. There, the authorities investigated the passports and work papers of the crew and found that at least eight sets were forged. It was determined that the individuals lacked training or qualifications to work aboard the ship. “They had apparently been forced to work on the ship under exploitative labor conditions,” Spanish authorities reported.
Eight men have been released into the custody of aid organizations. The remainder of the crew is currently being detained on the ship while the investigation is ongoing. The captain has been arraigned on charges of human smuggling.
A further investigation shows that the Elita has been ferrying between Libya and Spain under the guise of transporting cattle. Spanish authorities said the vessel changed names at least three times recently and had more than 10 names and operated under a total of five flags. They believe an organized crime ring acquired the vessel as a tool in their scheme and registered it under flags of convenience. When the vessel was detained, it was registered in Guyana.
