Maritime Law

In the shipping sector, a Flag State refers to a nation where shipowners or shipping companies get their commercial ships or recreational vessels registered. Hence, the registered vessels have to carry the flag of that state.

The vessel is then bound to the rules and regulations of the state’s maritime authority in terms of legal disputes, protections, tax payments and other benefits.

In this article let us have a look at the largest flag states in the world.

1. Liberia International Ship and Corporate Registry

The ferry Fantastic (JordiFerrer / CC BY SA 4.0)

Published Dec 17, 2025 6:42 PM by The Maritime Executive

French authorities are investigating a serious cyber threat aboard a Mediterranean ferry: an onboard malware installation carried out at the direction of a foreign power. The discovery is a potentially severe example of a digital attack at sea, and it is the latest sign that the shipping industry has become a target in geopolitical maneuvering and hybrid warfare.

Vessel operator GNV discovered the installation of a Remote Access Trojan (RAT) on systems aboard the ferry Fantastic, and "neutralized" it "without consequences." A RAT is a type of malware that can enable a hacker to extract data from a target system and potentially exert remote control

The code is implemented through amendments to the International Convention for the Safety of Life at Sea (SOLAS) and the International Convention for the Prevention of Pollution from Ships (MARPOL).

The Polar Code is divided into two parts:

  • Part I (Safety): Mandatory provisions and guidance for ship design, construction, equipment, operational
