DECRETA:
Título I
Abanderamiento
Capítulo I
Registro de Naves
Sección 1ª
Disposiciones Generales
Artículo 1. El abanderamiento, la inscripción o el registro de una nave es el acto jurídico mediante el cual la República de Panamá admite dicha nave como parte de la Marina Mercante Nacional y le permite enarbolar su pabellón nacional, a solicitud de su propietario, previo cumplimiento de los requisitos establecidos por la presente Ley.
Todo buque inscrito en la Marina Mercante Nacional está sometido al cumplimiento de la ley panameña, dondequiera que se encuentre.
La ciudad de Panamá será reconocida como el puerto de registro al que pertenece toda nave inscrita en la

El Consejo de Ministros ha aprobado un Acuerdo por el que se toma conocimiento del Memorando de Entendimiento entre España y la Comisión Europea sobre el despliegue de un Centro de Servicios del sistema mundial de radionavegación por satélite en Madrid y del Acuerdo de Acogida de dicho Centro.
Los sistemas de navegación mundial por satélite, -Global Navigation Satellite System (GNSS)- son una constelación de satélites para la radionavegación, el posicionamiento y la localización por aire, tierra y mar.
En un principio, los GNSS existentes eran el estadounidense Global Positioning System (GPS) y el ruso Global Orbiting Navigation Satellite System (GLONASS) que fueron diseñados con fines militares.

Spain’s second-largest newspaper split with its royal correspondent and a group of writers and illustrators quit a satirical weekly magazine amid spats over coverage of King Juan Carlos’s abdication.
Ana Romero, a long-time royal reporter at Madrid-based El Mundo, is no longer writing for the newspaper after a dispute over references to the king’s relationship with German aristocrat Corinna zu Sayn-Wittgenstein following his abdication announcement this week, according to news-website El Confidencial. Romero, one of the reporters who founded El Mundo in 1989, declined to comment when contacted by Bloomberg News.

A venture including Texas shale explorer Heyco Energy Group won an extension of its permit to search for oil and gas in an area of northern Spain that the industry designated as one of the richest to be fracked.
The original 2006 permit ran out in August before the government ruled on whether drilling was compatible with environmental laws, according to a May 14 resolution that wasn’t published until today. The venture’s biggest partner is Shesa, an energy company of the Basque regional government.

Spain will start early repayment offinancial aid it received for its banks from other European Union countries in 2012, an attempt to boost confidence in the euro region’s fourth-largest economy.
The government will repay 1.3 billion euros ($1.8 billion) of the 41 billion-euro rescue this year, Deputy Prime Minister Soraya Saenz de Santamaria told reporters today in Madrid after the cabinet approved a growth plan to support the recovery. Measures include a reduction in the Treasury’s net debt issuance and an increase in funding for small and medium-sized enterprises, she said.
