IMO, EUNAVFOR: Shipping must be vigilant in Western Indian Ocean

IMO Secretary-General Kitack Lim and EUNAVFOR Operation ATALANTA Commander (OpCdr), Vice Admiral Núñez Torrente, agreed that shipping needs to maintain a high level of awareness in the Western Indian Ocean and follow Best Management Practices (BMP) to deter piracy.

This agreement came following a consultation meeting at IMO headquarters, on 2 February. Since 1 January 2023, the designation of the Indian Ocean High Risk Area (HRA) put in place by the shipping industry has been rescinded, due to the improved piracy situation in the region.

However, shipping should remain vigilant, apply the BMP 5 and register with Maritime Security Centre Horn of Africa (MSCHOA)’s voluntary registration scheme (VRS), as the best way to ensure the security of navigation and

ReCAAP ISC: Five armed robbery incidents in October

In October 2022, five incidents of armed robbery against ships were reported in Asia. No incident of piracy was reported. With the five incidents, a total of 68 incidents were reported in Asia during January-October 2022. The situation in the Singapore Strait (SS) is of concern, with reports of 44 incidents, account for 65% (44 of 68 incidents) of the total number of incidents in Asia during January-October 2022.

There was no incident of abduction of crew for ransom in the Sulu-Celebes Seas and waters off Eastern Sabah in October 2022. The last known incident occurred on 17 January 20.

As the threat of abduction of crew has diminished, the Philippine Coast Guard recommends downgrading

Of the 90 global piracy and armed robbery incidents, 13 have been reported in the Gulf of Guinea region – compared to 27 over the same period of 2021 – signalling a positive and significant decline in the number of reported incidents in the region off west Africa which emerged as the world’s biggest piracy hotspot in recent years.  

IMB Director Michael Howlett said: “We commend the efforts of the coastal authorities of the Gulf of Guinea. While the decline is welcome, sustained and continued efforts of the coastal authorities and the presence of the international navies remain essential to safeguard seafarers and long-term regional and international shipping and trade. There is no room for complacency.”

I. The Attack

On a clear September 2012 afternoon in the middle of the Indian Ocean, far from the coast of Somalia, the crew of a traditional Arab boat called a dhow is tending to their fishing nets when four much larger commercial longliners close in. Armed guards on each longliner appear on deck.

Pirates Steal Cargo from Product Tanker in Western Gulf of Guinea

Pirates boarded a tanker working as a bunkering vessel in the Gulf of Guinea region and reportedly stole cargo from the ship before leaving. Initial reports had indicated a possible hijacking, but the crew was unharmed and reported safe. Security analysts have raised a warning noting that the incident occurred further west of most of the historic activity in the region with the culprits suspected of departing from Ghana.
