Panamá: escándalo por la venta de titulaciones.

Negociado con las licencias de marino en la AMP salpican a Roberto Linares

La Autoridad Marítima de Panamá (AMP) ha sido utilizada como un "botín" por el actual gobierno y el propio administrador de la entidad, Roberto Linares, quien en diciembre pasado fue ratificado por segunda ocasión con el objetivo de mantener el control de los negocios marítimos por siete años más como es el caso de las licencias de marinos y oficiales cuya expedición está en manos de la empresa Orion Maritime Training Center, la cual obtuvo está concesión monopólica cuando apenas había sido creada, según un reportaje presentado por la Unidad Investigativa de Telemetro Reporta.

The systems upgrades required for the new scheme are being worked out and will determine the implementation date which will be announced shortly. A transition period will allow all stakeholders to comply with the new scheme and guidelines will be issued to the industry and training providers to ensure the transition is as smooth as possible. The current scheme will remain valid during the transition period.

Guidance on security certification for seafarers agreed
Guidance on training and certification requirements for ship security officers and seafarers with designated security duties was agreed by the Sub-Committee on Human Element, Training and Watchkeeping (HTW), when it met for its first session from 17 to 21 February 2014 IMO.
 
The circulars agreed by the Sub-Committee aim to address practical difficulties seafarers have reportedly experienced in obtaining the necessary security certification under the 2010 Manila amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and STCW Code.
 
The guidance recommends that, until 1 July 2015, relevant training under section 13 (Training, drills and exercises on ship security) of the International Ship and Port Facility Security (ISPS) Code should
